After the partial lift of lockdown 2.0 many states were running low on revenue, it's then they decided to open up liquor stores as this will give them the excise duties on a daily basis, but this act was not a right card to be played as there was no social distancing maintained at all meanwhile people got involved in many other issues. Ultimately the Maharashtra Government had to take a U-Turn on this decision.
After that, there was news that the State Governments will start the sale of Liquor with help of Excise Dept. issued E-tokens and Home Delivery of liquor in order to keep the crown away.
A little research on home delivery of liquor that started today made me realize a few points.
there are 2 types of Liquor sale happening from today.
1. E- token
Where a person needs to register on the Maha Excise Website and Generate a token, where he/she will be allotted date time and other details on the token with QR Code for the nearest vendor, he/she needs to show up on the said time and get the stock collected.
In fact, this service is only available for Pune Districts.
2. Home Delivery Of Liquor.
(Where a person can order Wine/ Liquor from the nearest Vendor)
One Vendor can appoint a maximum of 10 Delivery People, These all Delivery Person shall be medically examined and must carry Health Card all the time and must sanitize themselves on a regular interval.
one such delivery person can carry a maximum of 24 bottles at a time and one person ordering the liquor at home can order a maximum of 12 liters of alcohol at a time ( Beer/Wine included)
But these home delivery system is not available for Mumbai, Navi Mumbai and Thane Districts as these areas are very crowded, these are in the hot spots as well.
The requirement of Liquor license for consumption is definitely on the rule book but is not compulsory*
Where I tried booking a slot on the website of Maharashtra Government Excise Dept www.mahaexcise.com where the token was allowed to me in few seconds by submitting basic information like name and mobile number etc. But as I said this is only available in Pune District for now.
